Risk Assurance of Major Change Programmes
Integration of 30 million customer accounts to one core system

A major system integration, particularly the merger of huge volumes of customer records. Riskology Programme managed the Risk Assurance of that transfer. Whilst the scales of change was significant, there are some learnings that can apply to programmes / projects of all levels (dependent on the level of risk).

For this model to work effectively, a framework should be set out to ensure such an exercise is well governed, and targeted:

Goverance:
  • Clarify the role of Risk Assurance - i.e. that the Programme itself is responsible for Programme delivery and risk management within their governance framework - Risk Assurance provides a "second line of defence" model
  • Use existing Risk Expertise for review and oversight where possible that understand the business and the inherent risks
  • Install and inform the programme of your intention to install a sign-off process. Key senior executives must sign-off the delivery
  • Develop a timetable to sign-off, starting between 6-12 weeks before the live date of the programme. Assurance activities will start before this point, however this is a focus on what are the pre-requisites for live

Targeted:
  • All parties involved in the assurance activities need to have a a full knowledge of the programme deliverables and are able to consider the consequences of change. This should feed into a Risk Assurance Readiness Dashboard
  • Ensure there is clarity on the areas of higher risk ahead of the sign-off period commencing. Time must be spend upfront doing this. A review of the programme with a specific Risk Discipline lens ensures that experts are able to apply their subject matter expertise.

Strong governance around Risk Assurance allows the Risk Subject Matter Experts to focus on the Programme / Project risks rather than the administration of the sign-off process.
